Memphis ordinance "tag and hold" scrap metal for ten days

The ordinance was originally passed in 2007. It said scrap metal yards had to "tag and hold" scrap metal for ten days to prevent criminals from walking away with cash immediately.

I would not have a problem with it, but that has to be a royal pain for the scrap yard, having to keep each batch separate for 10 days. That could be hundreds of separate piles. A logistics nightmare.
