Metal detecting find

Found at a mid to later 1800's house sight. Junk? Button? What is it? The two holes are are angled back at opposite directions one south one north.

Ok would that application still work if the holes are at angles ?

almost looks too thick to be a button. Does it have some weight to it? And not sure if I'm just seeing things or if there is some kind of shadowy design on there (I almost think I see an eagle but maybe that's just surface shadows/coloration?)

The second pic makes me think it's a frost plug/freeze plug. The two holes might have been drilled so someone could have pryed it out.

What you have there is a dress weight and not a whirligig ... they were sewn into hems to keep the garment hanging straight. Here's a selection of similar objects:
