Metal turtle shell like thing. Please help!

A metal turtle shell thing. Has a lot of designs. Probably made out of brass. It is 5 by 5 cm wide and 3 cm tall. Any info would be great.

Maybe but when you stood it up like you would if it had a candle in it it just tips over. Soooooooo...
