I have a friend that is taking a vacation trip to Mexico soon. I have several mexican coins that he can take and get them converted or spent if he wants. My question is: what is the cut off date of the Peso & Centavos that would be accepted as spendable & or exchanged? Should I keep the older dates (what dates) for collectors up here in the US. Your comments.

1992 and up are the only ones he can use. Generally, the higher denominations are bimetallic, like the one peso, two peso and so on. The ones that are earlier have no true collector value, unless you have a key date or have a silver commemorative.
