Ground stopper. Polished bottom of the decanter Aprox 14" tall with stopper.

Usually silver flashing is actually from mercury.

What are you using? If it does not work I have a suggestion for you. Take equal parts of plain cheap clear ammonia and isopropyl rubbing alchohol fill it up and let if sit for several hours. Dump it out and voila, all clear. Works better than any other method I've tried. Sick glass of course is another story.
