Military finds along with a pin of?

Long story short, my cousin was to get alot of stuff from a family estate. Another person stole most of the goods. I have been asked to sell off some that is left. These I don't have any idea about. I'm thinking coast gaurd maybe? Everything I post in the next week or so will be for sale bit some of I lt I know little about. There also are 12 guns as well. But here is the pics.

I believe the shoulder boards are for a 3rd class US Merchant Marine Academy Midshipman. The navy has an almost identical insignia on it's academy shoulder boards. However they use an anchor versus the propeller.

I like the convention badge. I suppose the person's name would be inserted into the rectangular space.
