I found it in the cellar of the old 1840 farmhouse we live in . Here's a before I cleaned it pic .

Awesome find! That is indeed a shoulder board. I found one in a Civil War site. Mine is only the gold threaded rectangle piece. The cloth and stars are long gone but the memory of history is sitting in my display case. Congrats on your great find. Look for some Civil War activity around that house ;)
