Very possible, because of the floral design I'm thinking victorian case of some sort

The Victorian era was from 1837-1901 (if you are referring to that with "victorian case) yours could date to the civil war era, depending on the soil that preserved this artifact, some artifacts you can get an idea if you been MDing long enough with soil you are use to with the patina. I.e. some eagle breast plates you find in one spot may look fairly good condition due to the soil being rich and good - while other spots 150+ years in the ground the soil will eat a artifact up... So it is possible this could date to the civil war era..

Found in good clean sandy soil, also found a rail road pad lock beside what's posted on here that looked perfect, barely any corosion, still working, so the soil was perfection for as having the right minerals to preserve

As some have stated above, It may be a Victorian era buckle, or even a lid off of a compact, or a snuff tin.
