For anybody who doesn't already know:
"Horse swinger" refers to a type of horse-harness accouterment called a Swinger Terret or Fly Terret. They are related to a reins-guide terret. See the images below, one of which is an advertisement from the very-early 1900s. Another is a US Patent application diagram, dated 1906.

Thank you for the pictures that's indeed what it is. Would you say this one dates earlier than 1900s? or no?
