Hello,
About a month ago I posted on whether a vigenere cipher could explain the alphabetical string found when you apply the DOI numbering to Cipher 1. I ran a few tests and concluded the answer was YES.
However, the key length required would need to be 19 to 21 characters long.
After following KatyTech's questions yesterday, I saw that JohnnyRev suggested the key to solve cipher 1 is the date on the letter from TB to Robert Morriss...
StLouisMoMay9th1822.
This key is 19 characters so JohnnyRev could be correct.
This morning I got up at 3:30am and added the use of a vigenere cipher key to my decoder and attached it to this post.
A vigenere key can be added or subtracted to the message so after selecting the key, you should try both.
You can also add your own key to the list if you'd like.
Disclaimers:
1 you still need to find the correct document
2 JohnnyRev didn't indicate the key was for a vigenere cipher.
