Kind of hard seeing it actually without zooming in, strange uploading of picture.
What I can see though it has been altered after in was holed.

Looks like the photo was taken through the wrong end of binoculars.
I’d say it is post-mint damage and serious wear. Maybe post a better front and rear photo.

so what you think it is still post mint damage ? I hope not it looks good to me but im not an expert the coin rim is thinner on one side of the coin and thinker much thicker across from the thin side of coin

No, that's not the way it works. If it was destroyed by the mint, it would be completely destroyed, not just holed. Please show a clear picture of the obverse with the date on it.

Sorry, but you just have a dateless damaged wheat cent. Interesting damage though, looks like it may have been altered to serve some purpose.
