Mystery Association Medal

Medal is self explanatory, and using the dress and handlebar mustache as clues I am unable to find any association founded by this person James L Brock. Medal is 1 1/4 inches and weight is 12.5 grams. All help is welcome....

Don....yes and they had no history on it..

This is one field I enjoy is the research and this medal may prove to be one of the toughest I had so far as it may take some time. Thanks all for your input..
