Found while detecting an old trail. Has a pretty detailed design on it, so not junk. Next to it is a toothpick to show relative size. Any ideas?

That's another Victorian picture rail hanger.

It looks similar to a thumb pick like I use to use on a guitar back in late 50's early 60's. They were fairly thin metal and could be easily distorted.
