✅ SOLVED Mystery tool??

Anybody have an idea what this might be? Is meant to fold up, although it is seized solid. There are tiny file like grooves within the long slots. It was dug up behind where an old barbershop/billiard hall once stood. Really hoping someone may have some insights!

Wow! You are amazing! Thanks for the ID. It makes sense, it was behind where the old hotel was, a block from the railroad tracks. I have found Chinese coins there in the past, I know Chinese railroad workers were here, these probably were dropped by them.
