It's the PTA. The date is commemorative, marking the founding of the organization.

On the back, "L G B" is the mark of the L. G. Balfour Co., founded in 1913, a major manufacturer of school and fraternal pins, and class rings. Orginally, they were based in Attleboro, MA; they're now in Austin, TX.

The other markings indicate that it's 10K gold filled— a layer of gold amounting to at least 1/20 of the total metal.

The earliest possible date for it would be 1913— but it could just as easily date quite a bit later, as both the issuing organization and the manufacturer are still active today.

If you find a lot of Gold filled items or come by it at garage sales you can sell it on ebay, I just sold a good bit of it for 15$ (calculations said it had about 20$ worth of gold in it but a few of the items were very worn) I think the pin is neat and is probably worth more then just scrap.
