Nautical Emblem, buckle like size

Hello experts,

I found this a weekend ago at an older farmhouse in Pennsylvania. It looks military to me. Thought I had a buckle at first but it seems to have a different purpose. Probably worn or displayed vertically based on the small holes evident in the back that would allow a small rod or string to be pushed through.

Best guess right now is that is related to a grave marker but I'm not sure. It is pretty heavy for it's size, maybe lead sculpted. It's about 3" x 2".

Could it have been used as a button? Back in the Revolution era buttons were harder to find than coins. Many a coin was converted into a button. I hunt many revolution sites here on Long Island and have found many coins hat have been converted into them.
