MJ Tobias Co. Made before, in and through the CW time period. English, and imported rather frequently during that time period.
Without getting a bit more info, it is difficult to date the watch, but it WOULD be appropriate to the site.

Some interesting followup to the above post...although this is not your watch exactly, some decent background on the company, the introduction of Swiss movements, and the "fake" Tobias (M I, or M J). Yours does appear to be a key wind movement.
