Good possibility because the top metal piece looks like the blade of a straight razor. A very rusty one. Could we have size info please?

file and handle

I thought of a file too at first, but the tang is offset. With files it is usually centered. I have seen a lot of straight razors, because my father-in-law collected them, and they were offset like that. In fact, the second piece may have been the "sheath" or whatever that part is called, that the razor blade folded into. (The tang is usually slightly curved, but not always.) Here is a good example (except for the curved tang)...
