that's what i was thinking.... some kind of toddler riding toy seat...... maybe the tabs were where little straps were mounted to hold the child in the seat

I know you said you needed experts, but I'm going to reply anyway. :-\

I agree, it almost looks like a baby seat to an old baby walker contraption... the three connection points being on springs or straps to move and give a little.

I found the following Kovel's listing but must admit I'm more than a little surprised by the price. Nevertheless...
