The tags with the numbers remind me of tool room "chits". Each mechanic would have a key ring of tags all with the same number and when you borrow a tool you give the tool room guy one of your tags. At the end of the day they know which tools are missing and who is responsible for returning them.
 

The third item looks like an old valve stem cap.........

Most of the training aircraft used at this field were Curtiss- JN4 JENNYS... there should be a few Indian heads, V-nickels and Barber dimes at that site. NHbandit is probably right about those numbered tags being used by the mechanics or key fobs for special keys. All of the equipment used there was brought in by train and they could be some sort of shipping tags. Good stuff Silver Worm.
 

The 3rd item is a copper valve stem, verified by Jenny restorer.
