Your find is a State Militia button... specifically, the "Providence [Rhode Island] Horse Guard." Note, the anchor on it is not navy-related, Rhode Island's State Seal shows that very same version of an upright anchor. The particular version of Scovill backmark on it dates it to being from the very-late-1800s into the early-1900s.
