Possibly a bridal rosette

Specifically, it is a US Army horse-harness rosette, from the latter-1800s. Not quite early enough to be from the civil war era, sorry to have to say. It had a thin sheet-iron back, which is rusted away.

I cannot appraise the non-excavated one in the photo for certain without seeing its back.

Both of those iron buckles are definitely horse-harness buckles. So, counting the horseshoe and bridle-rosette, all four of your pictured finds are "horse equipment."
