I'd say a decorative pin from Victorian era. Looks like I see where some solder marks were on the back where a pin and catch would have been...for perhaps pinning it a dress .

Looks like a sash buckle to me also. Very late Victorian era in the style of Art Nouveau. 1890-1910...Pretty much solved I'd say.
