I have no idea what it is. Anyone have a clue?

Looks like an advertisement for 'wing collars'... either for printing or embossing on paper (as a letterhead perhaps, if not an advertisement). The image of the gentleman wearing the wing collar shirt is nestled into a larger representation of the same type of collar.

If you mirror the image, there's a word beneath ending '...MIS' which I would guess is the company or brand for the collars.

as someone noted, the writing is mirrored and look at the image, can you see the pattern ? it is clearly made for printing.

What does the other side look like?
Printers block
It would be great if you were able to clean up the letters on the bottom
The plate face appears to be copper plated but the metal underneath isn't.
