I think this coin has had some rough times in the past which has smashed the obverse raised area and also tore them up some. I dont think its a mint error - in my view.

Thank you if you compared to the other 1956D in the picture the mint mark is in a totally different place
 

Nothing special. They used to add the mint marks to the dies by hand. They can be anywhere as long as they are under the date.
