I'm fairly confident that he is correct with his ID. I think it is actually the latch or locking mechanism from a water meter box cover or lid. But I've spent a couple of hours searching for a pic of one and I've come up empty. There are plenty of photos of water meter box covers but only of the top. No pics of the bottom side with one of these devices attached. Frustrated...

DC you are correct it is the underside of the meter. I have had this posted on various boards and that has been the consensus but like was mentioned pictures are hard to come by

Im not saying the ID is wrong but I have never seen a latch or a locking mechanism like this on a water meter lid/cover.

Well we dont have them in South Florida but a quick search reveals some locking water meter covers but maybe you guys are thinking of the key? I dont understand why a mechanism such as this would be needed on a water meter cover.
