Need help with this item

I found this wrought iron item at the beach last month. It has been cleaned (electrolysis) and preserved. It looks like someone made the holes by hand. Is it a tag of some sort?

Definitely not aluminum. The tag is wrought iron (heavy).

Electrolysis sometimes reveals some lettering, but I think this iron piece is just too far corroded by saltwater to ID.
