I've never seen a British Royal Navy button with a star and letter-initials. Also, ever since the early-1800s, Royal Navy buttons tend to have a crown above the anchor(s). So, in view of your button having a star and initials with two crossed anchors, I think it is a commercial Steam Ship company's uniform button.
I tried to find it at the Waterbury Button Company's website, in the Career Uniform buttons > Anchors section... but that section doesn't seem to be working today.

Also… in relic-ID requests, it's often helpful for the finder to tell us the country and state/province/county it was found in.
