Man, thats pretty cool. My initial guess is a carpenters tool box, but Ive never seen one quite that large.

Any other distinguishable markings? I see the name there, L.S. Neff? Perhaps some digging on that person might turn up some leads?

P.S. did you check for false panels?

Doesn't appear to be a standard foot locker to me, as suggested maybe a tool box of sorts.

No other marks but Il look again . It's heavy to. Also that name is cut off

Not military. I agree carpenters tool box, though not too skilled, apprentice or amateur maybe.

I agree it is a carpenters tool box. Have one similar that my grandfather built

What you do next is start looking for vintage carpenter tools to put in it. I'm always seeing those for sale, particularly at large antique malls and flea markets.
