Pretty crude to be from anything but civilian clothing, from what I can tell. What does the back look like?
I'm probably wrong, but it somewhat has the look of a snap closure button that may have been on a toy cap gun holster.

nhbenz it is a snap button, but ive never seen any buttons with an eagle and a shield on it unless its military

Ben is correct - not military but made to look military.

It could be off work clothes or possibly off a re-enactment uniform or equipment.
