Found this at an old house site. I believe it's brass and seems to have a hinge on bottom. Has designs on edges. Any ideas?

theres not much wear on the eye of it where a chain would attach.It wasnt used for long if at all before it was lost.Maybe the last 50 years or so.Hard to tell.
