The top of a winged goddess radiator cap? Just a wild guess.

Maybe part of an old leather bridle decoration?

I'm guessing horse rosette missing the back loop. It looks like letters around edge. I can make out VIC at the 2 o'clock position.

Clean it up and take a few more pics but NOT in your hand. Lay it on a flat, medium dark, non-reflective surface so the camera can focus on the relic and not your fingers.

Could it be the Goddess of Victory?

It looks like "Nike" The Winged Goddess of Victory. And I also agree it's most likely a Rosette.
Cool find .. Congrats!

Could be a rosette, possibly a badge from an old moto meter. here's one with the statue of liberty on it, maybe something like that?
