I'm guessing horse rosette missing the back loop. It looks like letters around edge. I can make out VIC at the 2 o'clock position.

Clean it up and take a few more pics but NOT in your hand. Lay it on a flat, medium dark, non-reflective surface so the camera can focus on the relic and not your fingers.

It looks like "Nike" The Winged Goddess of Victory. And I also agree it's most likely a Rosette.
