Unfortunately i can`t remember where and when i dug this in Raleigh, NC.
I was going through my dug medals and found it.

Maybe a token you pick up at a museum or fair?

well the first picture is a little hard to read because its on a angle, but I would say it say tourist souvenir medal. GREAT FIND

Baistle? I`m not sure i think i`ts a name.
At least it has the Empire State building on it
