No idea on this thing

I have had this object for a while now, found in a bag of buttons.
It is sprung, made from plastic and has small teeth inside.

Here are two guesses. A "Hackle Plier", which is used to hold & wrap a feather around a hook in fly tying. Or, Roach Clip.

Other possibilities: Clip for window or shower curtain rod. Or for on a rod in a closet.

Maybe to hang something out to dry or a cat tie out looks like it would fit a clothesline
