looks like a the top piece of a hasp that is used to lock a box or something ornate. It would fold down over the part that the lock goes through.

could be a watch bad part
look close, see the pins that would attach to a watch

depending upon its size --it might be part of a suspender clip -- or a box top clasp -- the pin part was to allow for movement ..so clearly it moved some how , for some reason ..... it might be part of a book hasp /closure ...
