Makes senseIt’s not done yet. When there is less solar activity more cosmic rays hit the atmosphere and create fast ions. This increases air conductivity. With more conductivity the voltage bleeds off so it doesn’t overpower the detectors. Low atmospheric potential gradient.

Most times there is electricity coming down from the sky into the earth. The potential gradient is how many volts per meter of altitude, example 100 volts per meter. That would mean it’s 200 volts at the top of your head. Fast ions are not that fast. They travel like 1 cm per second but that is enough to bleed off the excess electric charge in the air. But low cosmic rays or pollution or dust or fog or even sea spray neutralize the fast ions and cause a build-up of the electric charge (higher potential gradient). The word potential just means voltage. When there is a majority of slow ions the charge cannot bleed off.
