Actually, we relic-diggers have found similar brass hinges from folding rulers in civil war campsites and entrenchments. (They appear in some excavated-relics books as being from an "Engineer's Folding Ruler"). Of course, yours could be from sometime after the civil war... there's no way to know with certainty.
