I have seen stuff like that at the Army Heritage Museum in Carslile PA, they were part of a WW-I trench warfare display out on the grounds, they were used for stringing barbed wire.

Interesting, this is one of a group of 12 that were found, buried, east of Alexandria Louisiana.
