I’ve seen some harness leather “cinches” similar to it. A strap would be riveted around the flat side. Another harness strap would be laced through from the other side. It could then be adjusted for tightness. Some western-style belts are like this too. But this one wasn’t to hold up your britches IMO, too old for that style

Agree, it is a ca. 1940s harness cinch “D” buckle.
