in a word...no. Every governmental body will always make cuts that cause the most people to feel pain. That discourages people from wanting to cut the government's funding...that's the whole idea of the government...more money, which means more power... for them. You ever notice the first things cut are always cops, and firemen, and parks? Never the really wasteful stuff we could easily do without. It's not an accident.
