Odd looking 1967 Quarter

Any suggestion as to why this quarter looks like this? Mind you it's a 1967 so no expecting silver, but the edge of the coin is silver in color throughout. It looks almost like a zipper on the edge. wouldn't be a proof...mint set piece maybe... but the dryer coin is more likely

I've come across a few of these quarters as well, the edge being all silver.
