Not an error. She's really that ugly. Sorry I couldn't resist.

That is a Partial Collar Error. The blank is not seated fully into the collar which prevents the metal from squishing out the sides when the coin is struck. They are fairly common unless the error is severe. This one looks pretty unusual and would possibly be worth a small premium.

Thanks for the information. This is first coin I have found that has a noticeable defect.
