Looks like it would mount to a wall, post or bench to organize tools: awls, screwdrivers, etc. Anything with a narrow profile and a knob style handle.

I like that idea for re-use but I am pretty sure it is off a machine - I found two of them not far from a horse drawn hay rake.

Maybe something off an old springtooth rake for a tractor . Not a springtooth harrow but a rake they are different tools. Google vintage springtooth rake.
