I can't help ID it, but I always like the scalloped edges on those tags/tokens. Nice find.

Might be a baggage tag. With USA stamped on it, you would think there would be something else stamped on it too..... like maybe a railroad name. Tool tags I've seen don't have USA on them. Strange.
