Try sending an PM to oddcoins he is a tnet member and buys and sells tags as is pretty knowledgable and really nice and helpful with tags.

Might be a baggage tag. With USA stamped on it, you would think there would be something else stamped on it too..... like maybe a railroad name. Tool tags I've seen don't have USA on them. Strange.
