Yup, I was wondering if they were Leftons with a bad paint job, but no markings I would agree that they are homemade.

Maybe for cigars. Entering cowhorn cigar stands on goggle search will show some examples.
Ashes can go into end of horn.
Cigars made with only natural tobacco will go out (stop burning in time) if sat to rest. Allowing continued smoking later without damage to them.
