We may not know what a Scotsman wears under his kilt, but the town officials of Clinton, Louisiana, say what they see is too much.

Jay Herrod mows lawns in a skirt.

He says he wears the garment because he gets heat rash and "it allows that area to breathe and, uh, wearing a skirt on the mower allows the sweat to evaporate."

Herrod's landscaping customers aren't complaining.

"He cuts the yard in a hurry. He does a good job," Carline Kimbro says. "I don't have any problems. That's what I was interested in. I don't pay attention to what he wears."

But the town alderman in this northern Louisiana town do.

The municipal authorities have cited Herrod for indecency in violation of a "no sagging pants" ordinance. He says the rule shouldn't apply to him because of his medical condition and has a doctor's note to prove it.

"I've had some women say I have nice looking legs, "Herrod says with a laugh."For a man, I know, I'm the only guy in East Feliciana Parish that wears a skirt. That's a known fact."

Clinton Ordinance Skirt Issue

CLINTON, La. (WAFB) - He's breaking the law and he knows it. That's why the man who says a medical condition forces him to wear a skirt took his issue to the Clinton Board of Aldermen Wednesday night. They are the ones who could give him a pass on the so-called "saggy pants" ordinance.

Jay Herrod got a chance to plead his case during a town meeting. While some people in the audience got a good chuckle out of this one, Herrod says this is no laughing matter. "A lot of people say, 'Well, wear shorts.' Well, the shorts trap the sweat," Herrod says. He wore pants Wednesday night, but while doing his job on an average summer day, you'll catch Herrod in a skirt. Usually, it's a short green skirt. "It's very painful. It's easy for somebody to point their finger at me and judge me, but honestly, if you went through what I went through, you would do it, too."

Herrod says he suffers from a severe heat rash and needs to wear a skirt to ease the pain. However, on those occasions when the wind blows his way or while sitting on his lawn mower and his underwear shows; according to the ordinance, Herrod is breaking the law. "It shall be unlawful for any person on a public to intentionally expose his or her genitalia or undergarment," says Alderman Bill Ford. Mayor Donald Jefferson explained to Herrod that the ordinance is aimed at people who walk around town in saggy pants and expose themselves. According to the law, Herrod's skirt and activities also apply.

Even after presenting the board of aldermen with his note from a local clinic, this professional lawn mower did not get the okay to be an exception to the rules. "As much as I respect the person who wrote this, she is not a physician. This is also from '04. We are now in '08," Alderman Ford says. "Really, it gets so hot, unbearable. It's hard on me to wear skirts, it's not easy," Herrod says. One alderman suggested Herrod wear a longer skirt. They told him to get an updated doctor's note from an actual physician, and then the board of aldermen will consider his situation.

Looks like we will be able to make thru Vicksburg next week. I'm glad they're opening the spillway...but we will lose speckled trout & redfish in Lake Maurepas and Pontchartrain. We're underwater in the woods already due to the 20-25 mph south winds blowing.

Yep CC, we will be loaded down with the goodies...better add some more air to the tires. ;D

Bonnet Carre' Spillway to Open Friday

Ferries Shutdown

Heavy rains in the Mississippi Valley are prompting the U.S. Army Corps of Engineers to open the Bonnet Carre' Spillway Friday for the first time in eleven years.

Thursday morning, high water levels on the Mississippi River forced the shutdown of ferry service at St. Francisville and White Castle.

The Corps will open the spillway to keep the volume of Mississippi River flows at New Orleans from exceeding 1.25 million cubic feet per second (cfs), which current projections indicate will occur on Friday, said Mayor Tim Kurgan.

The spillway may be open for an estimated two to four week period, during which time the Mississippi is expected to crest at about 17 feet at New Orleans, without operation of the spillway, Kurgan said.

In the state of Mississippi, the river is already spilling water into the city of Vicksburg, causing major flooding there. About 200,000 acres of cropland are already under water. Flooded streets are keeping 1300 workers from reaching their jobsite at one of the city's major employers, Letourneau. They manufacture drilling rigs for oil companies. The problem may only get worse there, as more rain is in the forecast for Vicksburg.

I think Mastereagle was planning on wearing a dress. He picked it out to match his bunny and kitty barets that he wears in his hair. (Plastic, of course, so they don't interfere with his detector!)

Yes please, NO Skirts. It's hard enough to hunt without having to do it with my eyes closed.

Rudy, we've got plenty of duct tape. Never know when you'll have to make some makeshift suspenders to avoid the "Saggy Pants" ordinance. :wink: Also have some extra rope in case your belt is too small after indulging in all the great food Noodle and RR have for us. 8)
