Oil lamp adjuster??

Definitely an oil/kerosene lamp wick-adjuster.
Sometimes the circular flat turning-disc on the end has patent-date markings. Is yours marked? I'm asking because it could help give you a time period for your wick-adjuster. (Of course, keep in mind that often they were still being manufactured several decades after the patent-date of their specific design.)
