Oklahoma Treasure Map Cipher~ Help Needed.

I found this map and I need some help on the cipher. I have spent countless hours on it and have come up short. "Shocking". I can't figure this out and need some help and guidance from any of those who can please. All I know is that it is a possible treasure map scratched on the inside of an old packet watch by a supposed outlaw at the time. At this point I am simply trying to give the allaged map a simple validation. Can anyone shed any info on the etching please?
Attached is a drawing, an inverted color image and the original. The V.W. are belived to be initials. But not entirely certain.
